As of yesterday, thanks to a new Supreme Court decision, dumping sewage in open waters is back, baby, in the USA. The decision curbs the ability of the Environmental Protection Agency to set limits on water pollution. In Chadwick's home country, Parliament has also declined in recent years to ban combined storm-sewer discharge into rivers, or to establish a system of automatic fines.
